Explain to me how a picture can become obsolete. The point of the thing is to not update it!

A picture cannot, I suppose. However it's method of storage can. Look at the last ten years or so, we've basically converted from film to digital pictures.

Gaining more storage space could also be considered an upgrade, the expenses of which need to be paid for on a constant basis. Perhaps, that's why it expires.
